That would depend on the purpose of a Cambodian visiting Thailand. If it is just for leisure purposes and for a short period of time then Cambodian can travel to Thailand without a visa. They will actually receive a visa exempt status as do many travelers from many countries.

Cambodians do have one benefit in regards to traveling to Thailand which many other nationalities do not have and that is that they can actually travel through one of the land borders into Thailand without a passport. They will be able to travel into Thailand with only their Cambodian ID card and a special document which they can arrange at the border crossing. The same actually applies to Thai people traveling to Cambodia. Thailand has the same arrangement with Myanmar, Laos and Malaysia as well.

Please note that there is often political problems between Thailand and Cambodia so it can happen that the visa status for Cambodians traveling to Thailand can change at any time.
