How can a citizen come to Kosovo by plane ? Is a tourist visa needed ? If not, is there any transit visa necessary if transiting through another country, or are there direct flights from manila to pristina ?

Kosova does not currently require a visa for travelers of any nationality as its under control of the United Nations. So the airline should allow you to board without a visa and you should be able to enter the country without any problem.

You should not need a transit visa if you catch a connecting flight and not plan to actually leave the airport or spend any real time in the country where you are switching planes.

I am fairly confident that there are no direct flights between Manila and Pristina so you will probably need to fly either through a European country or perhaps Dubai for example.
